calorie deficit but not losing weight

I've been on a 1400-1500 calorie diet, Im been doing hiit workouts about 20 mins or more a day, but I have not seen a change. My weight stays at around 150lbs I have seen a reduction in cm when i measure myself but its very little. Should I eat more?

The only criteria of a deficit is that it results in weight loss. There is no other way to measure it.
I can tell time. Time cannot tell me.

Formerly LactoseTolerant. I'm not very imaginative.
