How many refs is not relevant. They have to see the clock hit 0 then check to see if the ball is in motion from the center. They can’t just see the clock hit 0 and blow the whistle if the ball is moving already

He gave up on the ball prior to trying to return it. Rule is if it hits the endzone it's a touchback. Had he scored a TD arians could have challenged it.
