I don't think there necessarily has to be a centralized power determining things like this. Really all it takes is establishments utilizing hysteria/panic or even legitimate pandemics to further their goals overall.
Initially they tried to use his response against him by claiming his travel bans were racist. Once they realized it was actually a serious issue they went along with the closure. Now that more data is in they are starting to realize it may not have been necessary to shut things down like this and are trying to use the economic damage to hurt Trump along woth attemtping to get some sort of vote by mail thing going so they can cheat.
Watch this quickly turn into Trump trying to get things open and many Dem governors trying to keep things shut.

*its not as deadly as we originally thought. Similar to regular flu he says (.1%)
*we still have to open up slowly to prevent overloading the healthcare system, as this is where the virus is most deadly (viral load)
*no where near herd immunity

I agree. I'm not advocating all the cities just go back to what they were doing before the Chinese Virus. There has to be a slow transition. I've actually been advocating making wearing face coverings a requirement to go into a store, etc. There needs to be more testing available as well, especially the antibody test kits. Regulations on gatherings as well. It'll be different. But more quarantining at the level we've been doing for the past several weeks is not an option. A vast majority of people would rather gamble with the virus than the economy.

We have 22M+ people filing for unemployment in the past four weeks with every sport cancelled, restaurants, bars, museums, services, all closed and the hospitality industry in the dumpster and people are still talking about the economy as if it hasnβt already crashed?

*Almost impossible to do contact tracing (due to number infected and contagiousness)
*Eradication not possible (duh nothing new there)
*What has been done was "within the realm of reasonable action"
*Lift measures location-by-location basis due to local variances
*He learned about errors in the tests he didn't know about a month ago
*Still believes an early error prone number is better than a late number (as in waiting for better lower error tests)
*Supports a standing testing regime by somebody like the CDC that is ever-present and ready for future breakouts (not sure how that works for novel stuff?)
*28:20: Don't know yet if antibodies confer immunity, or part immunity, or how long if they do.

So he says we are "nowhere near herd immunity", and lifting the lockdowns brings the virus right back. Good news though he thinks it's only twice as deadly as flu for those who get it. 'course, everybody is going to get it. Not sure where that balance lands us
