What actually happened was most big companies just put that extra cash right into their own stock. Also trump said he would be "very unhappy" if companies buy their own stocks back. He never said that they weren't allowed to. Hell if these corps team up they can invest in eachothers' stocks. Nothing also says that this money has to be used for their employees.
