My thoughts are this, any Officer with 19 years experience should know how to conduct himself under a stressful situation. The situation seemed to be well under control, the subject was cuffed and compliant.
And from my understanding MN Police Officers are taught this tactic in the academy and it's still allowed today for control and subject safety. Was it right, or justified? I wasn't there and none of us were prior to what we seen on the video. But I bet this will make its way to every Law Enforcement Training Academy.alienshave.com - Shave Smarter

As times change so does training, based on what events occur. We used to be able to choke inmates to keep them from swallowing something, that went away after a few crushed wind pipes. Sometimes a tragic event is needed to bring a change.
Now we just let them swallow whatever it is and wait for them to poop it out.Short cuts to success are often paved with lies.

I wasn't defending the actions, but pointing out that until something goes wrong past training, no matter how outdated it seems, continues.
We used to have tasers, until someone tazed a guy who was wet (in a shower) and killed him; we lost our tazers. We used to be able to use deadly force on fist fights if the inmates didn't immediately get down when ordered, no longer.

I try and not have any problems with police.
Therefore I dont do stupid sh!t that would warrant the police being called on me.
ie. committing forgery, public intoxication, etc.
It's really that simple. Obviously what the officers did was wrong, but had the guy not been committing a crime the officers never would have been involved in the first place.

When I moved to Atlanta that is exactly what they were doing. No knock raiding the wrong apartment murdering grandma and planting drops to try to cover it up srs
Well, they are probably still doing it, but, they were getting caught doing it when I moved here

Should I link the news article where the police department plainly states no weapons at all two days before you tell us we don't know if he had a weapon?

Pretty sure I was about to get rammed by a Charger last weekend in downtown Indy while on my bike. Then I realized the cop was out of his car and I thought I was going to be the one getting tased. lmao
Ended up talking to him for a moment, and he was one of the most respectful officers I've ever dealt with.Supplement a good diet: don't diet on supplements.

When I went through the Police Academy and got POST (Peace Officer Standards Training) certified in 2011, just in time for a nice state wide hiring freeze, even then we were trained (in CA) that the throat was pretty much deadly force due to the very high chance of accidentally causing serious injury. A lot of that came from cops having used batons to choke people out and crushing wind pipes.
I can only assume, which might be wrong, that their training would be similar; they do have a Police Academy, and unless they are way behind on their Use of Force policy it should not be common. Given the officer who was doing it had a lot of time in he might have been around when it was OK to do, but POST certification is usually required to be renewed annually. This includes updated Use of Force training.
I know that every time there is a change in our Use of Force policy they make sure everyone gets trained, and it is documented, before the change even takes effect.Short cuts to success are often paved with lies.
