    Both data sources are stale, so there is no telling. No way to know how many moved/died/jailed in the current registered voters, and no way to know how different the census data is compared to now.

    OP is intentionally manipulating the point of the article, in the article it says:

    without a standard way of maintaining voter registration you're always going to have **** like this happen. you could prob go back and retroactively look at similar situations from 2012/2016 elections to see if any weird **** does happen in these counties.

    People voting in the district they live in, rather than the district they registered in is one possible explanation. Students votong in their home district, despite living elsewhere. 2 causes off the top of my head, I'm sure there are more.
