Red face Guy with fat hips and thighs

Hi. I am a 25 year guy with fat hips and thighs. My bf % is 25. And most of my fat is around hips and thighs. I am pretty lean on upper body. I have been working out since 3-4 years on and off and currently have been working out quite diligently since last 4 months. Please suggest a way to reduce lower body fat. I am on deficit. I have lost 4-5 kgs fat per bca report but there no reduction of fat from lower body. My upper body which is narrow is getting narrower day by day. I want a fix to this problem as it has put me in depression from last 7-8 years. Please help. My body dimensions are as follows-
    Chest -37.5 inches
    Biceps-14 inches
    Waist- 33 inches
    Hips- 37 inches
    Thighs- 24.5 inches
    Body weight- 76 kgs
    Height- 5 feet 11 inches

    Looking for valuable suggestions...

You can not spot reduce fat. Staying in a deficit and keep losing fat is the only way.

In addition to the above accurate info, hips/thighs also have a lot to do with your bone structure, which can NOT be changed by losing body fat.

I have this "problem" too - even when I'm lean and have a six pack, my hips still stick out. It's genetics and it is what it is.

Yep, I'm also the same. Before I started lifting my hips were bigger than my chest and they're still proportionately big. A friend of mine once kindly told me that I have 'child bearing hips! The only solution is to keep our body fat low by eating at a deficit and buildng upper body muscle to balance out our physiques. Basically bulking and cutting while liffing weights. The only extra advice I have is to pick a routine with enough upper body volume. Fierce 5 is good.
