I don't shop used a lot, but Rogue stuff seems to have enough of a following that people ask far more than it's worth. For the price of a lot of used Rogue bars, you can probably get a new bar from American, Vulcan Strength or Rep Fitness. That said, if you see one that's 50% of retail in good condition, snap it up.
Personally, I wouldn't buy a cerakote bar new or used. Stainless is going to about the same price or less and is more durable.

If you find any high-quality bar in good shape for 50% off retail, you'd better snatch it up fast before someone else does. Most of the good bars sell on the used market for 2/3 retail or more and sell quickly even at that price, especially if we're talking about the more known bars (Elite SSB, anything Rogue, Ivanko, etc.). We could debate all day about what any of these bars are actually worth, but, ultimately, the market determines what they're worth. If I have a $350 MSRP Rogue bar that I think is worth $150, but the market value is $250, it's selling for $250.
