I think the FAQ for the reputation system should be rewritten. It doesn't answer the questions I have when I look at my own reputation. As of today I see 7 green bars under my name. But when I hover my cursor over it, the tooltip says I have 0 reputation, neither good or bad. So why do I have 7 green bars? The FAQ says green bars/dots mean that I received positive reputation, but the tooltip says I currently have 0 reputation. Which is most likely accurate because I haven't posted very much.
And further yet, when I click my own "Add to this user's reputation" button, it says I have 706 reputation points? When did I get those? And if I really have them, why does my green bar say I have 0 reputation? I don't understand this, and I think the FAQ could do a better job of explaining it.

Basically you have to divide the reputation points you receive by 1000 in order to obtain your rep power. Then divide the rep power by 1000 to obtain by how much every rep/neg you issue will modify the other user's rep power.
For example I have received about 7 million reps and my rep power is about 7000, so if I rep (or neg) someone, I will add (or subtract) 7 rep points to his rep power.
Your rep power is still 0, having received only 706 rep points. Once you get to 1000, you will (should) have 10 green dots and rep power = 1.
