Gyno or chest fat?

Hello guys, I started working out about 2 months ago, because every time i take my shirt off i get embarrassed, because of my boobs. I couldnt even get any proggression on my problem,so I wanted to ask you guys for your advice. Do you think this is just a chest fat or gyno? Im loosing motivation because if its gyno,i dont have enough money to make surgery,i couldnt tell my parents about this problem,because they think its okay,but for me,its not... I got this problem when i was in 12-13yrs old,now Im in my early 17's, i weight about 74kgs, and my height is about 1.70m. Sorry for my bad english,its not my first language.
