Virginia democrats want to ban martial arts

    http://lis.virginia.gov/cgi-bin/legp...dpCLZbmQjEGcVM

Be it enacted by the General Assembly of Virginia:

    1. That § 18.2-433.2 of the Code of Virginia is amended and reenacted as follows:

§ 18.2-433.2. Paramilitary activity prohibited; penalty.

A person shall be is guilty of unlawful paramilitary activity, punishable as a Class 5 felony if he:

    1. Teaches or demonstrates to any other person the use, application, or making of any firearm, explosive, or incendiary device, or technique capable of causing injury or death to persons, knowing or having reason to know or intending that such training will be employed for use in, or in furtherance of, a civil disorder; or

    2. Assembles with one or more persons for the purpose of training with, practicing with, or being instructed in the use of any firearm, explosive, or incendiary device, or technique capable of causing injury or death to persons, intending to employ such training for use in, or in furtherance of, a civil disorder; or

    3. Assembles with one or more persons with the intent of intimidating any person or group of persons by drilling, parading, or marching with any firearm, any explosive or incendiary device, or any components or combination thereof.

    2. That the provisions of this act may result in a net increase in periods of imprisonment or commitment. Pursuant to § 30-19.1:4 of the Code of Virginia, the estimated amount of the necessary appropriation cannot be determined for periods of imprisonment in state adult correctional facilities; therefore, Chapter 854 of the Acts of Assembly of 2019 requires the Virginia Criminal Sentencing Commission to assign a minimum fiscal impact of $50,000. Pursuant to § 30-19.1:4 of the Code of Virginia, the estimated amount of the necessary appropriation cannot be determined for periods of commitment to the custody of the Department of Juvenile Justice.

Banning martial arts and the second amendment at the same time.

    Liberals are literally banning fists.

According to your link provided, this only applies to 'paramilitary activities'

A paramilitary is a semi-militarized force whose organizational structure, tactics, training, subculture, and (often) function are similar to those of a professional military, but is not formally part of a country's armed forces.

Yes, it defines paramilitary, and then says

A person shall be is guilty of unlawful paramilitary activity, punishable as a Class 5 felony if he:
Do you see the word IF? Do you even middle school english bro?

On top of that it also uses the word HE after IF. Which means this law only applies to males. If does not only apply to males then the liberals that wrote this are sexist for not using a gender neutral pronoun.

The second amendment: A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

Militias are specifically protected by the Constitution of the United States.

Virginians are going to learn just how quickly things change once the new Democratic party are in office with their majority.

But first, prepare for pay raises for the governor and assembly members. First thing Democrats did when they finally got the senate here in NY!

Second amendment is the only thing standing in their way. And it is the law of the land. The 2md amendment is essentially the elites "off switch" and they're terrified that they dont control it.

    You're leaving out this part:

knowing or having reason to know or intending that such training will be employed for use in, or in furtherance of, a civil disorder

ALL of this pertains to paramilitary activity.

A BILL to amend and reenact § 18.2-433.2 of the Code of Virginia, relating to paramilitary activities; penalty.

There are probably numerous martial arts academies throughout Virginia, many of which are targeted to youths and considered problematic by essentially no one. This law isn't going to criminalize martial arts whatsoever. It is just some news story that you probably got off 4chan or some other online cesspool that you think fits your agenda of liberals want to ban everything because republicans just lost an election.

Nothing was left out in my post. Gun rights are protected by the second amendment, the only reason we are allowed guns in the US to so people can protect themselves from their own tyrannical govt or from a foreign power. Any teaching of firearms can be interpreted as 'civil disorder' since civil disorder is per wikipedia (as I could not find a definition in my very quick google search of Virginia law)

Civil disorder, also known as civil disturbance or civil unrest, is an activity arising from a mass act of civil disobedience (such as a demonstration, riot, or strike) in which the participants become hostile toward authority, and authorities incur difficulties in maintaining public safety and order, over the disorderly crowd
Anyone that disagrees with govt would sort of be banned from teaching or learning about firearms.

My bolds are a little different from OP's. Maybe because I can read whole sentences? Maybe not.
OP's title of the OP is entirely untrue. But don't let that bother you if you like getting worked up about nothing, I guess.

Don't worry OP, you can still go to your bomb-making class, as long as it's clear to everyone that you're not going to bomb anyone. FFS.

That was actually one of the arguments they used (srs)

They gave themselves a 50k(!) pay raise and raised corrupt union mob boss Cuomo’s salary by 70k. Must be nice! It was literally the first thing they did after getting control of the senate here lol

This law is also similar to the Mulford Act, which was passed in 1967 California to prevent black people from protecting themselves due to the black people causing 'civil disobedience'.

Imagine that, democrats proposing racist laws that are also sexist (using 'he' instead of a gender neutral pronoun)

The Mulford Act was a 1967 California bill that repealed a law allowing public carrying of loaded firearms. Named after Republican assemblyman Don Mulford, and signed into law by then governor of California, Ronald Reagan, the bill was crafted in response to members of the Black Panther Party who were conducting armed patrols of Oakland neighborhoods while they were conducting what would later be termed copwatching.[1] They garnered national attention after the Black Panthers marched bearing arms upon the California State Capitol to protest the bill.[2][3][4]

I'm not surprised the local racist would be in support of laws that would ban pro-black organizations like the Black Panther Party from learning how to defend themselves and their minority neighborhoods. The Black Panthers would qualify as para-military in their structure and they loved to protest against police brutality (civil disobedience)

    Defend themselves =/= Civil disorder.

I offer my opponents a bargain. If they will stop telling lies about us, I will stop telling the truth about them.

OP is okay with a bunch of "guys" assembling in a camp in Virginia where they are taught how to kill, and make firearms and explosive devices intended to, and intending to, cause civil disorder. Presumably as long as the "guys" aren't Muslims. Is that right, OP?

"knowing or having reason to know or intending that such training will be employed for use in, or in furtherance of, a civil disorder; or"

"intending to employ such training for use in, or in furtherance of, a civil disorder; or"

Law says nothing about hindering training for self-defense, or even militia training (unless I missed something)
Just can't be for civil disorder or intimidation.
Although number 3, not sure if that'll fly given freedom of assembly and legal open carry. Guess you'd have to determine intent.

That law has been in place (in Virginia) since 1987? Looks like what's being amended is:

A person shall be guilty of unlawful paramilitary activity, punishable as a Class 5 felony if he:
    to
A person is guilty of unlawful paramilitary activity, punishable as a Class 5 felony if he:
    and the addition of:

    3. Assembles with one or more persons with the intent of intimidating any person or group of persons by drilling, parading, or marching with any firearm, any explosive or incendiary device, or any components or combination thereof.
Martial arts will be fine per the paramilitary activities exceptions (hopefully), if I'm not mistaken.

However, the issue here is that peaceful assembly with firearms could effectively be...illegal.

    A bit disconcerting, imo.

Was wondering why the op said "shall be is'. I see "shall be" is struck through now. What is the significance of changing "shall be" to "is"?

Agree with your last part, but many states don't allow you to carry firearms at demonstrations/protests. I believe this change is in reaction to Charlottesville. eta: https://www.thetrace.org/2017/09/35-...guns-protests/

Probably to remove any ambiguity, if I had to take a guess.

    https://www.faa.gov/about/initiative...les/mandatory/

Nearly every jurisdiction has held that the word "shall" is confusing because it can also mean "may, will or must." Legal reference books like the Federal Rules of Civil Procedure no longer use the word "shall." Even the Supreme Court ruled that when the word "shall" appears in statutes, it means "may."

    True.

Admittedly, I'm just not too familiar how other states approach this (never bothered to look it up quite frankly).
