I have verizon fios gigabit....the cables from the ONT box (receives fiber optic and i guess converts it) in the basement to the router which actually provides the wifi is cat 5e. i am getting nowhere near 1000mbps on any device. although i know that is device dependent as well... would changing the cable help?

if i change my ethernet cable from cat 5e to cat 7 will i notice?

Your end devices are most likely auto-negotiating the speeds since they are so fast.
I doubt using a Cat 7 will make a difference
