Just cause you to have low body fat doesn't mean you have abs all the time. It could be a number of various reasons like not working out the abs a lot and or not having enough muscle mass to show the abs. Try to incorporate more compound movements like deadlifts and squats into your routine if you don't all ready.

Also most likely some heavy direct work. Guys that don't have a good natural ab structure generally need a good amount of direct work also. OP you also need to be in a calorie surplus so this is probably a good time to stop chasing abs and concentrate on overall muscle development with the proper diet.
If you don't get what you want you didn't want it bad enough

You gotta burn the fat
See the curtains hangin' in the window, in the evenin' on a Friday night
A little light a-shinin' through the window, lets me know everything is alright
Summer breeze, makes me feel fine, blowing through the jasmine in my mind

You can put pics into your bodyspace profile.
If you are as lean as you say, it's probably the case that your muscles aren't big enough to show through the skin. If this is the case, then ab exercises are going to be important - but so is training all the rest of the muscle in your body. Time to gain mass.

Not sure how you're doing leg raise on a HE bench whether 45 or flat version but contraction exercises on that are hip-flexor dominant as the ankles are harnessed. Planks more or less are general core and posterior chain.
You have abs in your picture I think you're just not isolating them well enough. You eat where you're at.
