Keep losing fat. It's completely normal to still have lower abdominal fat at the point where you are.

You're a dude. The belly is the hardest area to loose fat for us unless you are genetically blessed. Keep at the weight loss and it will eventually diminish.
    Just keep on going.

Your body decides where you lose fat. All you can do is continue cutting until finally the stomach fat disappeard. Love handles and the fat below the belly button are usually last.

Your BF% could easily be wrong. The main point here is to keep going and not worry about that. Go by appearance, don't waste time worrying about a number that is subject to very large errors.

Belly fat is less well covered by blood vessels. You'll notice those areas being colder.
But fat needs to be transported to the liver or muscles.

It just needs time. And water.
    Cycling, walking, swimming.

Lower belly fat or lower chest fat... which is first to go in most cases?

Depends on genetics but if you are talking about the last bits of fat aka getting full lean all over most of the time on males lower stomach will take longer then chest fat. If you are a of a higher bf% then a bit from everywhere really.

If I have a stomach which bulges abit and undeveloped abs, that means I have more fat than i think right? as more fat is stored deeper where the developed abs should be?
