I am wondering what exercises can you do to develop speed in your arm, wrist, and finger movements? When I say speed I mean how quickly you can move them with control.

muscle contract with same speed, no matter is it an athlete or 80 yo granny. You cannot train it. This is metabolic function. You can train for strength in those sport-specific muscles, drop body fat so that you carry less of a ballast, and develop technique, where opposing muscles are not holding your movements back and more muscles are employed for a specific move, where speed of each muscle group summed up for the greater overall speed. For example: for throwing motion you would employ arm, and torso twist and torso tilt, and legs for forward motion, wrist and finally fingers. Resulting speed of a thrown projectile is far greater than speed an arm alone could produce.

Why do you want to train this and what for?
The above post pretty much right on.
I will add to it that you would basically train and perfect the movement over and over again starting slow and increase speed over time until you have the perfect mechanics.
Using the body as mentioned above is like cracking a whip say if your throwing a punch.
It starts from the hips and feet and rotates the body and projecting created energy through the arm.
Hope that makes sense.

I am slooooooow. Even at 5'10" 152 lbs sub 10% bf, I ran a +5 sec 40m. Unfortunately there is nothing you can do but get stronger and pick a sport that fits your other genetic gifts.
