why not. a good belt squat machine is my dream machine but sadly very few gyms have it. imho you can load quads very well.
my gym doesnt have a belt squat machine but i tried it once in another gym and my god i could load my quads like no other by playing with stance and foot position and could actually go to quad failure on squats.

Doing the leg press with back issues could make it worse if it's the low back area.
The issue with the hip belt squat is you can only go so heavy on them.
If you use the iron mind hip squat belt and load up a barbell like they recommend then you could go heavier but its awkward to get into and keeping the bar balanced is another issue.
You could stand on blocks with heavy weight plates attached but again it's awkward getting into place.
A belt squat machine is best but i have seen people use a landmine devise with a barbell and hip belt squat but the leverage is different but may work and is a bit easier to get in and out of.
