How many calories is that? How tall are you? Do you exercise/lift anything besides abs? How long have you been trying to lose weight? Have you lost any weight? You cannot spot reduce, so ab workout won't matter. We all lose fat in different areas first. For some, the belly and butt are last to go. So eat at a caloric deficit and lift weights with a good full body program. Read the stickies and you will lose weight if you follow the advice.
Back at it again after being away from the forums for a few years. Was 280+ at the beginning of the year (290 on Dec 13, 2018).

    ^ There's your mistake.

Fat loss is about how many calories you eat. And you can't spot reduce/choose where you lose fat from. For a lot of men, the belly/midsection will be the last place it will come off. No diet, exercise routine or supplement will change that.

Also the higher stress level, the harder it can be to lose the belly fat area is to lose because cortisol (stress hormone) depending on genetics and other life style choices like alcohol intake and calories in vs out

No way you are 15% fat sorry...
You should count calories as well as macros.
At first sight that diet contains too much sugar/carbs and not enough protein.
    Also avoid soy.
