Is doing a push up regimen one night and then benching the next day too much?
Or... should I do pushups just on my off days, or should I do pushups just on my upper days?

Spartan nailed it, as usual. Picture pushups as a bench press with lighter weight and sнiтload of reps. If you make it a separate workout, you will need to recover before going for bench press, 48 hrs, or do it as an accessory exercise.
Pushups overall a very limited way to make your chest muscle grow, like MajorTendon mentioned. Are you prepping for pushup contest? Also, I mean, if you stuck in jail or deployment somewhere, you should try pushup variations, elevated feet, dips etc, chest muscle has many bundles, you need to load them from different angles.

It would depend on what your purpose is for doing them.
Some good answers above.
Push ups are a bit different than the BP in that the scapula is allowed to move and not stopped by a bench like on the bench press.
Also instead of pushing a weight away from the body you push your body away from the ground and it's at a slight angle.
The push up to me is a good movement to keep the shoulders healthy.
If you start the pushups from a dead stop on the ground they may have some benefit to your bench press like paused BP's.
