Alright, I've been trying to gain weight; Currently at 190. I thought being at 190 at 6'2 would be great for me because I wanted to run fast, But it's had the opposite effect. I can't even run at all because my legs feel so light half way into a run and my energy starts to drain. Not to mention that I believe I don't have any if some muscle on me. I do suspect that my cardio has something to do with this since I eat close to 2000-2700 calories a day(Try to). Should I quit cardio for now and just try to eat at 3000+? I have about 8 months until police academy so I could gain weight for 4 months and then focus hard on running for the other 4? Let me know what you guys think. I don;t want to lose weight, I feel super weak at this weight.
On a side note, I've been stuck at 190 for 1-2 months? I believe it's the calories but maybe also the cardio. I don't mind a little fat gain but I just want to at least be able to lift myself on push-ups and have some strength to last through a run. My pictures are also on my body space. Only thing that has changed from that date to now is my face.

Getting better at running requires putting a good amount of miles on those legs.
Putting a lot of miles on your legs is going to eat into recovery and make it difficult to add strength to your lower body. For running advice I would check out letsrun forums.
I'm reasonably strong and can run 1-6 miles at respectable times for Bodybuilding forum but I would be considered a complete novice over at letsrun forumsRecent best lifts

Deadlift - 430x12, 450x9, 485x5, 515x1
OHP - 150x11, 170x6, 185x2, 190x1
3 mile run: 21:59 @ 170 bw.
