I don't have any dumbbells, so I'm wondering if I can do chest flyes with a barbell standing up.

You can, but I'd hold onto something with the other arm so that you don't use momentum to swing the bar. It's similar to a low-to-high cable fly.

Technically no.
Standing up you would need two barbells and if you did them with the arms in front or even overhead it would become more shoulder /delt intensive and less of of a chest movement.
Also it would be unwieldy trying to balance a barbell in each hand.
Perhaps you should clarify and go into more detail on your question with a better explanation.

Op, if purchasing DB's is out of the question........
Get a couple pieces of rope (say 24"), the larger diameter the better. Slip something larger than the hole in the center of your plates over the rope, hold tag ends of rope together and tie in an overhand knot.
Slip loop through plates, use loop for handles. If needed, prior to tying knot, slip a 6" piece of 1" PVC over the rope for a more comfortable handle. Be sure rope is plenty hefty (and not rotten) to handle the amount of weight. Slip through multiple plates when needed.
Buy some DB handles ASAP. Walmart sells spinlocks for under $7.
I bought some 2"x1" pvc reducing bushings to use oly plates on the 1" spinlock handles before I had DB dedicated plates.
