It's the whole MO of their argument. Slavery, then segregation, then continuing lingering racism. When segregation ended, it's not like racism disappeared overnight. Segregationists retained their beliefs, and likely passed them on to their kin, and the mental burden of the black community of having to come back from that, not being able to find good jobs, not being educated as well as white people...etc etc. It's a natural train of thought.

I believe the biggest factor right now is because most blacks grow up with out a father. That is recent history and not from the 1800s. Growing up in a single family household can be shown to have a huge negative impact on your chances of being successful statistically.
