Am I doing it all wrong?

First of all this is about me. I'm 14, turning 15 in a month. I'm 5'11 (not early puberty just genetics, doctor says I'm on track for 6'3.5) and about 148 pounds. I'm not fat but I'm not thin. I'm not muscular but when I try I can look it. When I flex I have a two pack and I can make out the top two abs but there is lower belly fat that stops me from seeing the bottom part of them. I just want to be confident with my shirt off. When I'm not flexing and I'm looking directly at myself in the mirror I don't look fat but when I look at myself from the sides I do. So my question is what do I do? Do I cut calories? Go for muscle? (I started working out 3x a week doing full body workouts cut out into different days so I have time to recover.) I tried researching and looking at forums and I can't find my answer. I just want to be semi-muscular it's really hard to explain. Thank you for reading!

Focus on building more muscle only then you can consider doing a cut.

If you cut calories now at 15 years old and such height you will look too skinny.

I think you should bulk slowly until you’re 16-17 because if you do grow to 6”4 it will be harder for you to fill out that height.
