If you watch even the small Twitvid in the Foxnews link, you'd see that she is well aware of the accomplishments (very popular ones) of unions and pro-labor democrats etc during FDR's presidency. She knows history in this regard.

She meant that Republicans needed to pass the 22nd amendment in order to prevent another popular liberal president like FDR from spending more than eight years making America more progressive. I don't know the history of the 22nd amendment well enough to say whether or not she's wrong here.
