Cortisol serves a useful purpose in your body. To blame it for lack of gains is shooting the messenger - because it is only excessively high if you have stressful life events, extreme diets or overtraining. Manage stress, get enough sleep, eat well - that's all you need.
It's like blaming insulin for fat gain. If there was actually a drug to suppress the action of insulin, you'd slip into a coma from hyperglycemia.
