They did change this costume, but it was done pre-launch day. And, per the developer, had nothing to do with Sony but was what they intended for this specific costume the whole time. At the end of the day, it's a modesty panel on one costume in the game. The change was not as drastic as it is in OPs photo AFAIK from that tweet thread.

They did reduce the gore slightly, which was done for ratings in other countries.

Edit: the countries for which the gore was reduced will likely be larger consumers of the title than the countries that have to "suffer" this "unspeakable outrage"

Sony has allowed BG3, Cyberpunk, RDR2, Nier, etc etc on their platform.

Basically as you stated, they used the outfits to lure in the weebs, because as reviews have stated, the game is kind of just a mid game, so if you can bring in an extra 200k sales (I imagine this game only sells 2mil MAX), then it boosts up your numbers. Then you, as the dev, say hey we wanted it to look this way the whole time.

The gore reduction to my knowledge is strictly due to ratings and I believe is tied to blood being on your character more than anything else and again I assume this has something to do with Asian regulations (probably Japan more than anything). Seems like a last minute change so they likely couldn't localize it since the game had already shipped and they just had to push the gore reduction gamewide.
