California becomes first in nation requiring solar power for new homes

    https://www.ocregister.com/2018/12/0...2020-or-later/

California officially became the first state in the nation on Wednesday, Dec. 5 to require homes built in 2020 and later be solar powered.

Energy officials estimated the provisions will add $10,000 to the cost of building a single-family home, about $8,400 from adding solar and about $1,500 for making homes more energy-efficient. But those costs would be offset by lower utility bills over the 30-year lifespan of the solar panels.

One commission member worried the mandate would make it harder for California wildfire victims to rebuild, but supporters assured him that won’t be a problem.

Homeowners will have two options that eliminate the upfront costs of adding solar: Leasing the solar panels or signing a “power purchase agreement” that pays for the electricity without buying the panels, said Drew Bohan, executive director of the California Energy Commission.

One solar-industry representative said the net savings from adding solar power will be around $40 a month or nearly $500 a year.

“These standards won’t necessarily make homes more expensive to buy. What they will do is save money on utility costs,” said Pierre Delforge, a senior scientist with the Natural Resources Defense Council. “This is not only the right thing to do for the climate, it is financially smart.”

Meanwhile, the changes won endorsements both from environmentalists and the California Building Industry Association.

Adds $10,000 to the cost of a house, saves $500 a year (20 year payback period) and yet it's "financially smart."

California is what happens when government is left unchecked. What a chit show.

Meanwhile, after the record droughts, the California government told consumers to lower their water usage. So California residents did, and crushed the government mandated goal. What happened? They raised rates because they weren't making enough money from water utilities anymore.

Didn't think it was a cost saving measure. I thought it was to lower the strain on the grid, and to lower carbon footprint. It does save money for the utility company. CA keeps buying electricity from AZ.

It's takes a crap load of energy to deliver energy.

This is a great idea, with Musk's battery tech those homes will be extremely energy efficient and none of that power will be wasted.

There might be some side benefits, like lowering the strain on the weak Cali grids, but from a pure cost standpoint, it's a big loser.

In the meantime, once they actually make them cheaper and more efficient, like everything else, at that point the Government won't need to force people to use them -- everyone will of their own free will.

However, politicians' cousins and in-laws who own the companies making the currently cost-ineffective solar panels won't make millions that way, so of course, Cali takes this route.

I wonder, in the long run, how much struggling and innovation will these manufacturers go through to produce top-notch quality panels with their futures now guaranteed?

The estimated net added cost to homes seems a little on the low end for what its actually going to cost. However, I don't see an issue with this. It couldn't happen to a better state.

lol thinking this does anything to reduce greenhouse gas/pollution etc. Guaranteed some hard lobbying was behind this.

"The estimated emission reduction for all the CEC’s new standards combined—700,000 metric tons over three years—is tiny compared to the total amount of greenhouse gases emitted in California, about 440 million metric tons per year."

I've actually built solar panel manufacturing facilities before. Its funny seeing all of the disgusting stuff that is required to make them. Making a solar panel is far from "environmentally friendly," that's for sure.

Anyone who works with solar panels knows you cannot outfit a home with solar energy for $10K. For an average sized home requiring 4-6 kW you're talking about north of $20K.

By the way this is only feasible in the midwest and west coast. Who was weather dependence.

California is what happens when government is left unchecked. What a chit show.

Meanwhile, after the record droughts, the California government told consumers to lower their water usage. So California residents did, and crushed the government mandated goal. What happened? They raised rates because they weren't making enough money from water utilities anymore.

lol @ 10K, that must be on the low end, it depends on the house surely?

maybe someday once panels actually become cost-efficient and doesn't have a 20 year payback period on investment
