Is it always better to lose fat (even if it makes the person super skinny)?

This guy for example was 130 lbs at 5'9 (but looked to have a high bf/skinny fat) and bulked to 160 before cutting to 142 lbs. This process was 3-3.5 years. I thought it was always best to get to at least 15% bf before bulking...?

    Thoughts, insight appreciated.

If you do not have the mass to support a cut, and you are new to lifting (looks like he was) you can gain muscle at a rate faster than fat, or even lose fat while gaining muscle.

So the answer would be: it depends on the situation of the individual and not a blanket statement.
Short cuts to success are often paved with lies.
    1/13/16: Massive hernia.
5/10/16: Finally back to lifting, light but improving.

How in the world would someone only gain 12lb of lean weight in 3-3.5 years when they're JUST starting with those stats? That's horrible...

Ok I just thought it was indoctrinated to the masses to cut to under 15% before adding muscle. He looks like he started at 20%+.
