I’m on week 9 of madcows and bench and deadlift have stalled 3 weeks in a row but squats rows and press have continued to go up. When you deload on this program do you do everything at once or can I deload my bench/deadlift and continue on others?

The lifts are usually going to stall at different times so yes you can reset just that particular lift which has stalled. Would be silly to reset something when you're making nice progress on it.
