You're 18.
You're 128 lbs.
You don't have enough mass to cut.

Your height and weight says more than the picture does in this case...yes you have some extra fat you can lose - hate to say it, but you are essentially "skinny fat." Low muscle mass + high(ish) body fat.

Even though 5'5 isn't too tall, the fact that you are 128lb still look "soft" means you don't have much muscle mass. This, plus you being 18, means you should 100000000% focus on getting stronger and adding some muscle.

Essentially, you don't have anything to cut down TO.
