Question Lose Fat Better at Higher Calories?

I noticed that if I run PSMF or eat very low calorie (~1000) I seem to lose fat very slow, or at least it seems to me that every bit of fat I lose I gain twice in water. But if I eat a bit less than maintenance and do some hiking or something not too strenuous I feel like I lose fat better. Is that normal? Does anybody else notice this? Is too little calories counter-productive or something?

You're doing more activity, so you're doing more calories.

It would make literally zero sense if you lost more weight, despite eating less calories. (unless you're not tracking accurately)
