I’ve been yo yo dieting for about 2 years now and haven’t made too much progess. I am currently 5’9 170 lbs and am not sure if I should cut to around 10% and then start a steady bulk or slow bulk for at least 6 months to pack on some much needed muscle and then cut. bf% is about 13%

You in the northern hemisphere? You gonna have your shirt off a lot?
If so and you're feeling like your bf is a little high, then cut first and save your bulk for after you're done having holiday pictures taken of you lol.
