So my TDEE is 1350 calories, I'm 5'3 and 103 lbs. I'm skinny fat and trying to burn extra fat to show lean muscle, is it safe for me to have a 500 calorie deficit? Can I create a calorie deficit by just working out or do I need to consume 500 less calories?

You're already underweight. No matter how much you cut, you'll just look more and more emaciated. You don't really have any muscle to show.

You're not seeing muscle because you don't have enough to show. Spend the next year eating in a slight surplus while lifting on a good program and then cut some fat.
