I’m currently about 218 lbs after bulking and now that summer is coming up, i’m thinking about cutting down some. My 4 upper abs are still noticeable but kinda formed a pouch toward the bottom of my stomach. To get rid of this, what do I need to do and when do I start?

One thing that people need to understand, is that spot burning fat is a myth, the body lowers it's fat content overall. Where it lowers it first and last is entirely up to the genetic make up of the individual. Hence, if you wish reveal your lower abdominals you will need to lower the body fat overall. The way to do this is to go in to a caloric deficit (through nutrition and or exercise) and gradually over time you will become lean enough where the entire abdominal muscles will be visible.

If you are wanting to CUT for the summer then you need to ensure that you are in a caloric deficit diet.
