Need more information.
Anonymous is fine, but how about your height/weight/age and what you have been doing and how long you have been doing it?
Hard to tell a lot from the pics you've put up. Maybe you just hold some fat there, or maybe you are relatively lean and there is possibly other stuff going on.INTP Crew

Assuming you're in a low-mid healthy BMI range, your options are to alternate cycles of bulking (building muscle in a slow calorie surplus), and cutting (calorie deficit to cut fat), or try recomp.
Both take a long time as muscle gain is slow for women, recomp takes longer because you're maintaining the same weight. Bulk/cut cycles should be done in a healthy weight range, so if you're low in weight for your height, you wouldn't be able to start with a cut.
Either way you'll need a solid lifting program, there are recommendations here:

Something I just realized is a problem for me. is having what's called a "pelvic tilt." Basically your pelvis is tilted throwing off your hips, and such. Therefore it pushes out your frontal area, giving the appearance of a little belly. Do some googling, for further info and excersises to correct this. It's common amongst people that do a lot of sitting during the day.☺

If you've tried diet and exercise and still are not getting results, you can try laser bodyscupting. A good one I've heard of is http://cutera.com/product-landing-pa...sculpt-3d.aspx I shrinks the fat from the fat cells and is mainly used on stubborn areas, not for overall weightloss.
