Im on fierce 5 and last week after doing front squat my shoulder were fatigued and i failed OHP.
Is this a form issue or it's ok to feel that
And how long should I rest between exercises

Tough to say without seeing your form but I agree that you are probably performing it incorrectly. A good drill is to take pvc, dowel or something and put your arms straight out with bar in front squat position. Perform movement, keeping bar in place. Your arms and shoulders should be doing minimal work. Engage your core to keep bar balanced

The bar should be as close as possible to the neck without choking you out.
One thing for some people is they have a weak upper back which starts to give out before the legs and causes them to bend more forward now putting a lot of stress on the shoulders to finish.
If thats the case get the upper and lumbars stronger with maybe the good morning exercise.
