If I'm looking at it correctly, that's the weight horn? Trying to keep a coating on a weight horn is a wasted of time. If it was mine and it was bothering me, I'd strip it and 'polish' the metal itself.

Typical William strength maintenance I own a dozen of their machines this is what I do, sand down lightly wd40 that rust off wait a day spray lightly with rustoleum primer that rust colored spray the wait a day and spray lightly with a matte black
I cannot stress this enough spray lightly
Should last years and can be wiped down wd40 monthly will stay on
