I am 17 6'2 and I have around 20-22% body fat. I can bench 60kg for around 7-8 reps, squad 60-65kg for 8 reps and deadlift 65-75kg for 6-8 reps. I have been going to the gym for about 6 months and dont know whether to bulk or cut.
Im not that pleased with my current physique and need a change.

At 17 bulk would be the better option. Unless your weight is causing health problems there is no need to cut at your age.

At 17 years old you're primed for the best muscle building years of your life. Unless you're obese - which you certainly don't sound to be - I'd focus on following a proven program, eating according to hunger and making sure you get a decent amount of protein and veggies, and looking to add a couple of lbs a month to your weight. If you're adding weight to the bar and not bulking too fast, you shouldn't add a noticeable amount of fat. You mean even lean out a bit. You can focus on cutting later.

Keep lifting heavy in your cutting phase to not lose gains acquired. 20%+ BF is something to watch, I like to start bulking phases around 10%. I would cut weight if I were you as much as possible and then begin an aggressive bulking 6 month mesocycle. You can always do a mini cut if BF % is flying away from you on bulking mesocycle phase.
Recommend keeping the big 3 in your bulking routine. Warm-up and cool down as much as possible to prevent tendonitis from setting in at an older age.
