My slingshot wrist wraps smell like a goats *******. I figured it'd be best to use hot water, not boiling, mixed with vinegar. Any tips?

Funny as it sounds, I use a hand operated tumble washer (linked below) for our slingshots, gloves, any compression wear (elbow and knee wraps, copper compression sleeves, compression hose, etc), and all my good/expensive T-shirts that cost $20+ each. I air dry everything afterwards on the clothesline.
Of course you could hand wash too, but the tumble washer is much faster and more thorough than hand washing. Plus less mess, less time, less water, and far less wear/tear on expensive clothing. Just my 2 cents.

Arm and Hammer pet odor carpet powder works if you don't want to wash these items. Sprinkle on, place in sun for a day or so (rotating, flipping over, reapplying powder, etc)....expect the scent of the powder to last about a week or so before dying down (hence the reason I didn't mention it above).
