Hello, I am a gym newbie wanting to lose mass (fat) on my arms I am wanting to tone my arms and back without it looking worse as in "puffier" I am confused on how to plan my routine and avoid those results, how many times a week should I work them out? any way to avoid this?
Any extra tips are welcomed greatly!

Lifting weights doesn't make a person bulky...eating too many calories does. You need to create a calorie deficit through your diet for fat loss. I would suggest a simple 3 day full body routine focused around the important compound lifts.

Also, don't be afraid of building muscle. When I started lifting heavy for my upper body, my shoulders and back did get bigger, but that made my waist look smaller and overall I look leaner than I started. Trust me, it's TOUGH to look "bulky," even when you're really trying to.
Like kimm said, focus on diet for fat loss. Lift weights to build muscle to get that "toned" look underneath.

LOL. I wish I could get 'bulky'. Muscle on women grows slooooooowly.
You should do a full body routine and hit each muscle part 2-4 times per week.
For a beginner, a full body routine focused on the compounds is the most productive.
If you look 'puffy' you probably have excess fat. What is your height/weight?"Start where you are. It's never too late to change your life."
