I am 18 years old about 5' 6 weighing 155 pounds. I started working out a year ago and have gotten dent size but decided to step it up and have been training very hard and researching my diet. I've been eating 2700 cals with almost 250g carb, 200g protein, and 60 g fat. My concern is the carbs. Reading these forums I've found very conflicting answers on if it's best to go keto, eat low carbs, or eat lots of carbs as long as I stay on my calorie goal. Anybody with experience advice would be much appreciated. For reference i don't really have much fat but my goal is to look ripped basically so I want to lose some body fat as I build muscle. I'm guessing I'll need to cut after I bulk up but I don't want to eat too many carbs now and give myself more fat to cut later on

Keto is unnecessary, but not pointless. Some people find that if they don't eat carbs, they can control their diet better. Others find the opposite. It will not aid in fat loss or mass gain. Only the total number of calories, and amount of protein/fat your eating will affect that. Once you hit the threshold levels of protein/fat you need, the rest doesn't matter as long as you get the calories in.
I've attempted keto, both for bulking and for cutting. It severely limits what you can eat, makes it difficult to go out with friends, hard to cook with your partner and left me craving sugar so much that I would constantly break the diet.
Eating lots of carbs helps me. I like them. I can go for a beer with friends. I can eat a romantic spaghetti dinner with the missus and I can eat my favourite chocolate bars. I've learned moderation, which once learned, is much easier than abstinence.
