Hey all,
I'm 21, 5'9", 140 lbs, wondering if I should bulk or cut

I feel like I have too much bodyfat but I also want to get bigger arms and a bigger chest. I'm not sure what routines to do to start off and to eat whey or creatine, what my proteins goals should be. Thanks

Lean bulk. You don't have anywhere to cut.
You don't have too much fat. You just don't have a lot of muscle.
Nutrition stickies are a good place to start. I'd aim for 1g/lb protein to start.
I recommend a novice routine from the stickies.
I'd work on diet/training first before getting into supplements. Whey and creatine are fine, but new lifters often get distracted by unsubstantiated marketing claims vs. the stuff that actually matters (diet and training)You can't help the hopeless.
