    Grounding a Pandemic

    Washington ? When we think of the major threats to our national security, the first to come to mind are nuclear proliferation, rogue states and global terrorism. But another kind of threat lurks beyond our shores, one from nature, not humans - an avian flu pandemic. An outbreak could cause millions of deaths, destabilize Southeast Asia (its likely place of origin), and threaten the security of governments around the world.

    Earlier this year, Dr. Julie L. Gerberding, director of the Centers for Disease Control and Prevention, called the possibility of avian flu spreading from Southeast Asia "a very ominous situation for the globe." A killer flu could spread around the world in days, crippling economies in Southeast Asia and elsewhere. From a public health standpoint, Dr. Gerberding said, an avian flu outbreak is "the most important threat that we are facing right now."

    International health experts say that two of the three conditions for an avian flu pandemic in Southeast Asia have already been met. First, a new strain of the virus, called A(H5N1), has emerged, and humans have little or no immunity to it. Second, this strain can jump between species. The only remaining obstacle is that A(H5N1) has not yet mutated into a form that is easily transmitted from human to human.

    However, there have been some alarming developments. In recent months, the virus has been detected in mammals that have never previously been infected, including tigers, leopards and domestic cats. This spread suggests that the virus is mutating and could eventually emerge in a form that is readily transmittable among humans, leading to a full-blown pandemic. In fact, according to government officials, a few cases of human-to-human spread of A(H5N1) have already occurred.

    The precedent that experts fear is the 1918 flu pandemic, which began in the American Midwest and swept the planet in the era before air travel, killing 20 million to 40 million people. As John M. Barry, author of "The Great Influenza," has observed, "Influenza killed more people in a year than the Black Death of the Middle Ages killed in a century; it killed more people in 24 weeks than AIDS has killed in 24 years."

    At the moment, effective responses to an avian flu pandemic are limited and will come far too late for many people in Southeast Asia. Indeed, so far more than 60 percent of those diagnosed with the avian flu have died. There is no proven vaccine for the A(H5N1) strain and it could take months to produce a fully effective one. Moreover, while some antiviral treatments may help flu sufferers, they are not widely available and must be administered to patients within 24 hours after the onset of symptoms.

    It is essential for the international community, led by the United States, to take decisive action to prevent a pandemic.

    So what should we do? Recently, the World Health Organization called for more money and attention to be devoted to effective preventive action, appealing for $100 million.

    Congress responded promptly. A bipartisan group of senators obtained $25 million for prevention efforts (a quarter of the request, the traditional contribution of the United States), allowing the C.D.C., the Agency for International Development, the Health and Human Services Department and other agencies to improve their ability to act.

    In addition, the Senate Foreign Relations Committee unanimously approved legislation directing President Bush to form a senior-level task force to put in place an international strategy to deal with the avian flu and coordinate policy among our government agencies. We urge the Bush administration to form this task force immediately without waiting for legislation to be passed.

    But these are only modest first steps. International health experts believe that Southeast Asia will be an epicenter of influenza for decades. We recommend that this administration work with Congress, public health officials, the pharmaceutical industry, foreign governments and international organizations to create a permanent framework for curtailing the spread of future infectious diseases.

    Among the parts of that framework could be these:

    Increasing international disease surveillance, response capacity and public education and coordination, especially in Southeast Asia.

    Stockpiling enough antiviral doses to cover high-risk populations and essential workers.

    Ensuring that, here at home, Health and Human Services and state governments put in place plans that address issues of surveillance, medical care, drug and vaccine distribution, communication, protection of the work force and maintenance of core public functions in case of a pandemic.

    Accelerating research into avian flu vaccines and antiviral drugs.

    Establishing incentives to encourage nations to report flu outbreaks quickly and fully.

    So far, A(H5N1) has not been found in the United States. But in an age when you can board planes in Bangkok or Hong Kong and arrive in Chicago, Indianapolis or New York in hours, we must face the reality that these exotic killer diseases are not isolated health problems half a world away, but direct and immediate threats to security and prosperity here at home.

    Barack Obama, Democrat of Illinois, is a member of the Senate Foreign Relations Committee and Richard Lugar, Republican of Indiana, is its chairman.

    A closer look, however, shows that in 2005 he dabbled in two obscure stocks -- Skyterra Communications (SKYT Quote) and AVI Biopharma (AVII Quote) -- that happened to get large amounts of revenue from a source with which Obama has some familiarity: the federal government.

    Aside from sharing the same deep-pocketed benefactor, the two have one more thing in common. They both provide services in an area that has become a hot-button issue on Capitol Hill and with the electorate: homeland security.

    "Homeland Security is a field that has really sprung up in the years following the [terrorist attacks of Sept. 11, 2001], and you have a lot of small companies that are vying for a lot of big government contracts," says Massie Ritsch, the communications director for Center for Responsive Politics, a nonpartisan organization that tracks money and influence in U.S. politics. "When the people controlling the purse strings for government contracts are invested in the companies that stand to get those contracts, it definitely raises ethical questions."

    Bioterror Stock Takes Off

    Some of the senator's losses in Skyterra were mitigated by his investment in AVI Biopharma. That company makes drugs that can be used to treat a number of infectious diseases, some of which are listed on the Department of Homeland Security list of bioterrorism viruses, including West Nile, bird flu, Dengue, SARS and Ebola.

    AVI spokeswoman Jenny Moede says the company, based in Portland, Ore., has collaborated with various agencies of the federal government to test its technology on animals. It has not yet been used on humans, and the government has yet to stockpile any of its drugs.

    OMB Watch reports that AVI received $164,078 in 2004 for research grants. In the first three quarters of 2005, the year that Obama made his trades in the stock, that amount increased nearly three times to $471,696.

    According to public filings, Obama purchased between $1,000 and $15,000 worth of shares in AVI on Feb. 22, 2005, when the stock was trading at just above $2. He then sold his stake on Oct. 28 of that year, when the stock closed at $3.47 that day, suggesting Obama had roughly a 73% gain.

    AVI shares had popped in early October 2005 on news that the U.S. Senate Committee on Appropriations had approved $22 million for AVI's research and development programs as part of a 2006 defense spending bill.

    That money was contingent on approval by the full Senate, and AVI ultimately received $11 million from that bill. Last December, the company announced that it was awarded a two-year $28 million research contract to explore treatments for biological warfare and bioterrorism agents. That was a big deal for a company that recorded just $4.7 million in annual revenue in 2005.

    AVI's Moede says executives told her that they've had no interactions with Obama and that they were not aware of his buying and selling in AVI shares.

    Burton says the Senator recorded a profit of roughly $2,000 on the trade, leaving him in the red for his stock trading in 2005 by $13,000.

    In November 2005, then-U.S. President George W. Bush requested that Congress fund US$7.1 billion in emergency spending for flu pandemic preparedness (the Senate had already passed an US$8.1 billion bill). Bush's plan included US$1.4 billion for government purchases of antiviral drugs.

    One of the companies that was tapped for flu vaccines was Gilead Sciences, a California biotech company.

    It was later discovered that Donald Rumsfeld, then Secretary of Defense, had stock holdings in the company valued at between $5-$25 million.

    In 2001, shares of Gilead Sciences Inc traded in a range between $6.64 and $17.93. Between January and April 2006, its price range was $53-$65.62 per share.
    In this way, you can see how government legislation ties in with big business and in this specific case, Big Pharma, profiting off of each others activities.

    To do this, they also work through the FDA to put down holistics, and more recently, put down stem cell research.

    What we're actually seeing are libertarian principles in action, which deregulate (or fail to regulate) big business and thereby allow the kind of corporate pig farming that leads to disease and viruses like this latest outbreak.

    Corporations can't run their filthy pig farms as easily here because of federal regulations (which people like ron paul would like to get rid of), so the corporations go to where there is less regulation (e.g., Mexico). But it could just as easily originate here, all that would have to happen is to get people like ron paul and other libertarians in office to deregulate corporate farms, based on their warped philosophy of "less government" and "corporate freedom and liberties."

    Score another losing proposition for libertarian principles.

    So yeah it went up a bit.

    But if he was smart he would have held onto it longer:

    AVII on February 1, 2006: $8.37 / share

    It's not uncommon any given stock in someone's portfolio to fluctuate like that... especially when we don't know how many different stocks he was active in.

    Even cheating the system the man took a $13,00 loss. Obviously he's not one to ask for stock advice.

    "In December 2013, an 18-month-old boy in Guinea was bitten by a bat. Then there were five more fatal cases. When Ebola spread out of the Guinea borders into neighboring Liberia and Sierra Leone in July 2014, President Obama activated the Emergency Operations Center at the Centers for Disease Control in Atlanta.     Back home in America, more than 6,500 people were trained through mock outbreaks and practice scenarios. That was done before a single case hit America.

    Three months after President Obama activated this unprecedented response, on September 30, 2014, we got our first case in the U.S.. That man had traveled from West Africa to Dallas, Texas and had somehow slipped through the testing protocol. He was immediately detected and isolated. He died a week later. Two nurses who tended to him contracted Ebola and later recovered. All the protocols had worked. It was contained.

    The Ebola epidemic could have easily become a pandemic. But thanks to the actions of our government under Obama, it never did. Those three cases were the ONLY cases of ebola in our country because Obama did what needed to be done three months before the first case.

    Ebola is even more contagious than Covid-19. If he Obama not done these things, millions of Americans would have died awful painful deaths like something out of a horror movie (if you’ve ever seen how Ebola kills, it’s horrific). It’s ironic that BECAUSE President Obama did these things - we forget that he did them, because the disease never reached our shores.

    Now the story of Covid 19 and Trump’s response that we know about so far:

    Before anyone even knew about the disease (even in China) Trump disbanded the pandemic response team that Obama had put in place. He cut funding to the CDC. And he cut our contribution to the World Health Organization (WHO).

    Trump fired Rear Admiral Timothy Ziemer, the person on the National Security Council in charge of stopping the spread of infectious diseases before they reach our country - a position created by the Obama administration.

    When the Outbreak started in China, Trump assumed it was China’s problem and sent no research, supplies or help of any kind. We were in a trade war, why should he help them?

    In January he received a briefing from our intelligence organizations that the outbreak was much worse than China was admitting and that it would definitely hit our country if something wasn’t done to prevent it. He ignored the report, not trusting our own intelligence.

    When the disease spread to Europe, the World Health Organization offered a boatload of tests to the United States. Trump turned them down, saying private companies here would make the tests “better” if we needed them. But he never ordered U.S. companies to make tests and they had no profit motive to do so on their own.

    According to scientists at Yale and several public university medical schools, when they asked for permission to start working on our own testing protocol and potential treatments or vaccines, they were denied by Trump’s FDA.

    When Trump knew about the first case in the United States he did nothing. It was just one case and the patient was isolated. When doctors and scientists started screaming in the media that this was a mistake, Trump claimed it was a “liberal hoax” conjured up to try to make him “look bad after impeachment failed.”

    The next time Trump spoke of Covid-19, we had 64 confirmed cases but Trump went before microphones and told the America public that we only had 15 cases “and pretty soon that number will be close to zero.” All while the disease was spreading. He took no action to get more tests.

    What Trump did do is stop flights from China from coming here. This was too late and accomplished nothing according to scientists and doctors. By then the disease was worldwide and was already spreading exponentially in the U.S. by Americans, not Chinese people as Trump would like you to believe.

    As of the moment I’m posting this, the morning of March 29, 2020, we have 113,000 CONFIRMED CASES in the U.S. The actual number is undoubtedly much higher. But we don’t know because we don’t have enough tests. Why don’t we have enough tests? Remember back when Trump turned down the tests from the W.H.O. and prevented our own universities from developing them? Remember back when Trump had cut the funding to the CDC?

    Every time Mr. Trump goes on camera and blames the previous administration for the mess we are now in, I scream at the reporters from FOX, CNN and MSNBC - “Why aren’t you reporting the actual historical facts?!” How dare Trump try to blame Covid-19 on Obama. He has no one to blame but himself.

    I hear Republican pundits try to put the blame on China. And they are correct - after all, the disease started there. And the Chinese government handled it poorly and dishonestly. So it’s fair to blame the government of China for the EXISTENCE of the Covid-19 virus. BUT THAT MISSES THE POINT. Obama didn’t blame Ebola on Guinea. He helped them stop it. Trump let the disease invade the U.S."
