    Best workout routine to gain muscle?

    BF% ~ 15%
    Height: 5'4
    Weight:140

    Im trying to gain muscles but im not sure what would be the best routine for me to gain muscle. Should I eat a lean diet or or create a calorie surplus? should I have little or a lot of cardio. Im a beginner at this and have never really worked out and i want to obtain a fuller muscle body build and want some advice from guys who had a similar body type as me and were able to create muscle. Ive attached images of what my body type looks like
