For 3 months, I have been losing.
I was 73 and now 70 (I haven't lost too much) but muscle definition is coming (probably why I haven't lost too much). My prority is abs without flexing/tensing, then arms, then chest.
Should I lose or gain? I'm scared that if I gain, I lose my abs together. But if I don't gain, I won't gain muscle. I also don't have much meat around the house.

What abs?
Srs, you're too skinny to have developed abs (or anything else). Put on some mass for the next 1-2 years and then when you cut, you'll have something to cut down to.You can't help the hopeless.
