Let's say there is a guy who's 180cm, 78kgs 10% body fat and is pretty muscular.

If I am 180cm, same age, but like 83kgs / 18% body fat, that means that if I drop to 10% and after the weight loss I weigh the same as the other guy, my body will look pretty much the same?

I see what your asking, but people will look different to each other. You might have the same frame etc. But people store fats on different places. Some on the lower abs, some on their back or legs/glutes. Everyone is different so yeah.

But will I have the same amount of muscle mass?

If you are 78 kg 180 cm 10% bf u have 70 kg lean muscle mass
if you are 83 kg 180 cm 18% you have 68 kg lean muscle mass .
On a cut you will lose muscle and fat, thats why your diet has to be good. If you cut slow you will lose less muscle .

The numbers were random. Just let's say, same kgs, same height, same age, same body fat. Will both have pretty much the same muscle mass?

68 is less than 70. So no.

No. Even if you were both on the same program, did the same weights, ate the same etc you will not look the same. Everyone is built differently
