Do rack pulls have a reduced risk of injury? If so how much more beneficial are standard deads in terms of strength? Or would it just be equal except for the length of that ROM?

Rack pulls would typically be used to overcome a sticking point by overloading. So long as you use good form, you'll be safe deadlifting from the floor. But yeah, you would only build strength over the length of the movement for rack pulls.

Above the knee rack pulls enable you to use heavier weight and are great for your traps ^ as stated above. However, below the knee rack pulls have more carry over into the deadlift if you have mobility issues, EG. problems with lower back. It'd be a good accessory, but no point substituting DL for it if you're able to pull with full ROM
