I weigh 165 and used to weigh 205 and i'm 15. I workout on a 5 day split and i eat 1800 calories a day and also do intermittent fasting. I stopped losing weight and i don't know if I should keep cutting or start bulking. I have also always been overwieght and still feel like i have a decent amount of excess fat, but i don't know if i should build more muscle first. Please help .

Cutting at 15 is ridiculous. Eat food you enjoy while getting plenty of meats and veggies and stay active/lift. You don't need to do IF or cut down.
Your nutrition and workout program determines your success.
