They do, but, the handles are steel, not plastic or nylon, so they should rotate freely, I would expect.
As best I recall: Every handle I've ever used on any machine in a gym worked that way? Never been a problem. But, the handles that came with my BS PFT100 squeak and groan like the dickens as they turn on the straps, and you can feel them resist turning. They're annoying.
Yes: They've grommets on the ends of the straps that turn on bolts in the ends of the handles. Really nice design.
But, tiny 25mm handles (the most common complaint in the comments on Rogue's site) and they're $80/pair + shipping. The REP handles are 32mm diameter, are $46/pair, and free shipping.
My concern with metal-framed D-handles would be the upper bits colliding with my watch on certain movements.

Nothing exciting, but rearranging my gym for the 23423th time, and replaced my giant storage unit with a Titan plate tree. Holding 670# of plates plus 2 curl bars, and still easy to wheel around. No complaints.
Edit: Also just ordered the Freak Athlete Bulletproof Bundle and Pro Sled Strap on their fire sale. Looked interesting enough to try out for the price.

I'm with both of you on this. I don't like the ones that slide up and down the fabric strap. I prefer the metal standard D handles over the the fabric style. I have the metal D handle, the Inspire fabric ones that came with my Inspire FTX, and the Spud Inc fabric handles. I definitely don't like the way the handles slide all around and up and down the fabric strap ones. Personally I think the fabric strap style handles are a boutique solution to a problem that doesn't really exist. The metal D handles have been working in gyms for decades with no problems. I'll grant that when using the narrower functional trainers in gyms, the fabric handles help ease the feeling when where the handles connect brush or rest against the forearms. I'd never used, and rarely ever seen, the functional trainers in gyms before, most people used the cable crossover machine. The functional trainers were over in a corner for the people who needed personal trainers and stood on bosu balls while exercising. For home gyms FTs are awesome, great space saver. I would still prefer a dedicated cable crossover if I had the room.
I got the Rogue handles a couple of weeks ago and they are awesome. I don't mind the .28mm thickness as I have smaller hands. They are the best of both worlds IMO. The handles simply spin around the bolt just like on a metal D handle so they don't slide up and down the strap, plus they're a little longer which put your wrists further way from the cable and carabiner so where the handle attaches doesn't really touch your forearm. Totally a vanity purchase for me but they are my go to. I haven't used any of the other handles since the Rogues came in."It is my own fault for replying in a smith thread." deadwoodgregg

Personally, I've never found the handles sliding around on the straps to be a thing. By that I mean it just doesn't seem to happen to me. Not so as I've noticed, anyway ¯\_(ツ)_/¯
They're 25mm, not 28. If they'd been 28mm I might have gone for a pair. But, as I noted: I've large hands. (Even XL gloves are sometimes a mite short in the fingers for me.)
