First off I'm a parent. Second I didn't watch the video. But I interact with kids all the time (never physically, obviously, harmless or not). It's just being friendly.

I won't initiate it but if a kid comes up to me or waves to me or something I respond every time. I'm cool with (reasonable sane) people interacting with my child, physical contact never. I'm not a tough guy but I'll gladly kill for my daughter if needed.
