    The fact is that pacquiao didn't want to get random blood testing.

    Manny pacquiao' decline is mostly due to him laying off PED around 2010 with fighters requiring random blood testing and pressured into that. Since that he's never had any KOs.

    It's illegal to hold a clinch, something that neither boxers did in that video.

    In case you missed it, Mosley was trying to clinch just as much as MW, MW is just better at it and even deliberately lets him tie up his arms so he can shoot under a few times. Hell, the video literally starts out with Mosley escaping a corner by ducking a punch and moving into a clinch, lol

Unfortunately there is nothing in the rulebook that says that a referee must call for a break in order for that rule to take effect.     Thats just the Nevada state athletic commission. If mayweather and mosely were fighting for belts, their rules would come into play. and usually they have rules on EXCESSIVE clinching.
